The Village of Lake Orion is a desirable, vital, vibrant, safe, sustainable small community that cherishes its local culture, heritage and history as it moves forward into the future. MISSION
The Village of Lake Orion is committed to creating and maintaining an outstanding quality of life for its citizens and a premier place for commerce by promoting open, transparent, and responsive local governance; providing the highest quality core municipal services as cost effectively as possible; and actively engaging its citizens, businesses, and civic organizations in the community decision making process.

GOALS AND OBJECTIVES



Goal : Promote Sound and Prudent Financial Management

Objective:
Tower Space Rental – Actively pursue leases for the remaining three (3) spaces on the village cell tower located at 37 East Flint Street.

Objective:
Cemetery Maintenance and Improvement Millage –
Create a master plan for the Cemeteries working with the Cemetery Advisory Committee and then ask the citizens for a millage. Implement cemetery maintenance and improvement millage of 0.25 mil ($25,000 estimate) for the purpose of providing additional funding for cemetery operations, maintenance, and improvement pursuant to Section 4 of Michigan Public Act 3 of 1895

Objective:
Parks and Recreation Funding and Grants – Actively pursue grant funding opportunities through the Michigan Natural Resources Trust Fund, Land and Water Conservation Fund, Recreation Passport Grant Program, and other funding sources to assist with operations, maintenance, and/or improvements. Update the Parks & Recreation Plan to include restrooms at Atwater Park before the 2020 five- year expiration to be eligible for future grants.


Goal : Promote Efficient and Effective Municipal Operations and Services

Objective:
Snow Removal – Develop practices for better snow removal and plowing and salting of streets to avoid unnecessary freezing, ice buildup, and ruts on streets and sidewalks after snow events. In conjunction with the DDA address the downtown sidewalk snow removal on private properties including funding.

Objective:
Downtown Rubbish Removal Dumpster consolidation- Work with the DDA to develop practices for better rubbish removal on streets and sidewalks including consolidated enclosures with allocation of costs based on business use.

Objective:
Transition to Cityhood – Investigate and initiate the process of transitioning from a village to a city to maintain, preserve, and protect the unique and individual identity, charm, quaintness, and historic character of our small community while eliminating unnecessary township taxes. Appoint a Cityhood Study Committee to provide a recommendation to the Village Council by July 2019 to allow a ballot vote to be placed on the November 2020 election.


Goal : Promote Proper Management of Capital Assets and Infrastructure

Objective:
Street and Parking Lot Improvement Program – Prioritize and seek funding for streets based on the Phaser Rating report in the asset management plan and work the DDA for parking lot improvements and funding plan.

Objective:
Sanitary Sewer System Improvement Program – Prioritize a comprehensive sanitary sewer system improvement and funding plan, including repair and rehabilitation of pump/lift stations. Oakland County Water Resource Commission (WRC) is to prepare a plan based on the SAW Grant Study asset management plan was completed in November 2018 estimated at over $6 million.

Objective:
Parking Facilities – Explore private and public options for expanding parking opportunities within the downtown area including a parking deck feasibility

Objective:
Water Main Replacement Project - Continue to implement the $10 million water main project on a phased approach and seek additional funding sources. Phases 1 & 2 of 4 construction of $6,030,000 of bonds began in August 2018 and continues to the fall of 2019. Phases 3 & 4 design work to be addressed during 2019.

Objective:
Equipment Replacement Plan - Update the equipment replacement schedule and provide funds for future purchases.

Objective:
DPW Building and Storage Plan – Prepare a DPW Building and salt storage structure improvement/replacement plan and provide funds for future needs.

Objective:
Prepare Sewer Ordinance for Property Owners to be responsible from the property line to their homes – Prepare an ordinance to amend the property owner being responsible for the sewer from the property line to their house rather from the sewer main.


Goal: Promote Open, Transparent, Inclusive, Engaging Space and Collaborative Governance

Objective:
Create spaces for Resident to Engage in the Community - Provide timely public information on positive community events and happenings; utilize media to engage the public on important issues affecting the community; encourage citizens to register on the village’s web site for the “NOTIFY ME” service. Upgrade the Village web site to current technology for more efficient updating.


 Goal : Promote a Positive Community Image

Objective:
Public Art – Establish a local artist gallery at the new village hall to highlight artwork from local artists. Collaborate with the Orion Art Center for displays and events at the Village Hall.

Objective:
Beautification Commission – Establish a Beautification Commission to raise awareness and improve the attractiveness of residential and business properties through the Village.

Objective:
Rental Ordinance for short and long term – Adopt a rental ordinance for short term (AirBNB) and long term rentals.

Objective:
Consider Properties for Rezoning – Consider rezoning of Ehman Center and other parcels for multiple family use including E. Flint- Perry and Miller lots. Consider Master Plan Future Land Use map changes for potential future development of multiple family/senior housing at Lapeer and Elizabeth- Ehman Center area and E. Flint at Perry and Miller/Orion vacant parcels.

Objective:
Become a Redevelopment Ready Community (RRC) – Working with the Downtown Development Authority, apply to the State to become a Redevelopment Ready Community (RRC).
